Our proposals include
- A residential development of up to 200 new homes;
- A variety of house-types to reflect the council’s housing requirement mix;
- 40% of the new homes provided as affordable housing;
- Vehicle access from Calne Road (A3102);
- Pedestrian and cycle links;
- Areas of public open space and walking and cycling routes through the site;
- Children’s play area;
- Sustainable Drainage Systems and new wildlife habitat creation;
- Retention of existing hedgerows and trees where appropriate and 10% Biodiversity Net Gain;
- Infrastructure to support electric vehicle charging, with all new buildings provided with an EV point;
- Financial contributions to support local infrastructure.
An outline planning application will be submitted with all matters reserved except for access for residential development (Use Class C3), open space and associated infrastructure on land east of Calne Road (A3102), Lyneham.
The proposals will deliver a high-quality, sustainable development with a range of house-types, together with 40% of the new homes provided as affordable housing. The application will be submitted in outline, and the housing mix will be determined at the reserved matters stage. At this stage, our illustrative masterplan is based on a mix of homes that responds to local need from first time buyers to family homes. We would welcome feedback on this within the feedback section.
The proposals will retain as many of the existing hedgerows and trees as possible and achieve 10% Biodiversity Net Gain.
New vehicular and pedestrian accesses to the site will be provided from Calne Road, which will link into the existing footpath network to help reduce dependence on the car. A Transport Assessment and Travel Plan will be submitted with the planning application and discussed with Highways officers at Wiltshire Council.
The site is situated in an area at low risk of flooding (Flood Zone 1). Within the proposals, new areas of sustainable drainage systems are included. These will manage surface water runoff from the development and create attractive new green infrastructure features, together with opportunities for wildlife habitat creation. A Drainage Strategy and Flood Risk Assessment will be submitted with the application.
Financial contributions to the Local Authority will be made to support local infrastructure, which may include education, healthcare, and leisure.
Planning Context
The Wiltshire Core Strategy shows the site to be adjacent to Lyneham, a sustainable settlement (Large Village) with existing infrastructure. Lyneham has a range of local services and facilities, including a primary school, shops and community infrastructure. It is capable of accommodating housing growth and can contribute to Wiltshire’s overall housing delivery, where development is well-related to the built form and infrastructure.
The Site
The site comprises 8.17ha of agricultural land situated to the southeast of Lyneham. It is bounded to the north by a wire security fence associated with a military facility and residential properties beyond. The western boundary is defined by a post and rail fence with some planting, Calne Road (A3102), and residential properties on Melsome Road beyond.
The southern boundary comprises a small section of agricultural land with a managed hedge and poultry farm beyond. The eastern boundary includes some trees, hedging, and a farm, with open countryside beyond.

Next Steps
An outline planning application is expected to be submitted to Wiltshire Council during Winter 2025/2026 after comments from this consultation have been considered.
Following the submission of the planning application, Wiltshire Council will undertake a period of statutory consultation on the application. At this stage you will have the opportunity to submit your comments on the application to the Council before a decision is made. It is expected that the application will be determined later in 2026.
